Problem with Outlook Express. When I use it within my webhosting account, it works. Elsewhere not?

I get error msg that POP3 andSMTP are not authenticated and not using correct port (110 for POP3 and(25) Went back to webhosting account and it advised me to reconfigure my incoming and outgoing. I don't know where to do that (no access). It seems to me if it works
